Abstract

Summary

Formulation of the problem. Issues of national security of Ukraine in general, security in emergency situations (ES) in particular, and management of this security are considered as a strategic task of the state.

The Law of Ukraine “On National Security of Ukraine” defines that the basis of national security is the protection of state sovereignty, territorial integrity, the constitutional system and other national interests of Ukraine from real and potential threats. The national interests of man, society and the state are ensured by safe living conditions and the well-being of its citizens. One of the priorities for the implementation of national security and national human interests is to ensure environmental safety, create safe living conditions for people, in particular in territories affected by hostilities, and build an effective civil defense system.

In connection with the decentralization reform, the issues of forming a security environment of territorial communities, including the assessment of the effectiveness of the functioning of the link of the territorial subsystem of the unified state system of civil protection (territorial communities must create links of territorial subsystems), remained insufficiently researched.

Therefore, the assessment of the risk of ecological danger of the territories in the formation of the security environment of communities is currently the most important problematic issue.
