Abstract

The U.S. Army Engineer Waterways Experiment Station (WES), sponsored by the U.S. Army<br>Environmental Center (AEC), developed the Site Characterization and Analysis Penetrometer<br>System (SCAPS) in response to a critical need of the U.S. Government to characterize soil and<br>groundwater conditions on military installations. A cooperative, partnered effort was instituted<br>between Tri-Service (Army, Navy, and Air Force) and Department of Energy (DOE) research<br>laboratories to accelerate the development, demonstration, and transition of contaminant sensor<br>and sampler technologies. This effort has produced a suite of cost-effective, in-situ, sensing and<br>sampling technologies under the SCAPS umbrella that are capable of rapidly detecting,<br>discriminating, and quantifying subsurface physical characteristics and a wide variety of soil and<br>groundwater contaminants.
